THIRUVANANTHAPURAM: Complaints have been raised about the Cooperative Registrar’s move to delay appointments to the post of junior inspectors in the Cooperative Department in 93 vacancies despite having a High Court order to urgently fill the vacancies from the PSC list. The PSC rank-holders complained that the Registrar is befooling them by filing a review petition against the High Court order. Any further delay will derail the chance of the youth in the rank-list, as the list will expire on August 31, they said. The Cooperative Registrar has filed the review petition in the High Court in view of the fact that the list would expire on August 31. The rank-holders said that the Registrar’s decision was against the Government’s declared policy of reporting all vacancies without delay.  In the review petition, it has been submitted before the Division Bench that the Government had set a ratio of 2:2:1 for the appointment of junior inspectors by direct recruitment from the PSC and by transfer appointments of eligible UD clerks, UD typists and Village extension officers (VEOs). The rank-holders said that despite having a valid list from the PSC, no appointments had been made from the list for the past one year. The Registrar told the Court that the vacancies had to be filled from eligible UDC/UDT/VEOs. As they don’t have the required qualifications, the appointments could not be made as of now. The Court verdict was to make appointment from the PSC list if there were no eligible candidates among the three categories of employees by transfer postings. But the Registrar submitted the Review Petition the other day saying that there are eight eligible employees to be posted by transfer.  The Court was also told that the Government did not change the ratio as far as the vacancies were concerned and the vacancies could not be reported to the PSC for advice. It also claimed that over 800 candidates were appointed through direct recruitment, far in excess of the quota. In the same period, only 104 transfer postings had been made, the affidavit said.  However, the rank-holders said that if there were eight eligible persons  to be appointed by transfer as claimed by the Registrar, there were 85 vacancies remaining to be filled from the list. They also said that there would be 130 fresh vacancies by the end of March next year. Citing the Registrar’s delaying tactics as a setback to their hopes of getting appointed in the Government service, they complained to the Chief Minister and the Cooperation Minister.
