Woods spoke on Wednesday at the AT&T National, where he had to withdraw as the defending champion because of a left elbow strain. Doctors have advised him not to play at Congressional or next week at The Greenbrier Classic.
The British Open is July 18-21 at Muirfield.
Woods says he is treating the elbow with ice, ultrasound and anti-inflammatory medicine. He first felt soreness at The Players Championship, which he won in May. It flared up hitting the ball out of deep rough in the US Open at Merion.
