THIRUVANANTHAPURAM: Buoyed by the response and claimed effectiveness of the 100-day action plan, the Oommen Chandy Government will soon draft a one-year action plan for the state and also finetune a Vision 2030 Idea Bank for the state’s comprehensive development.Announcing the follow-up measures of the action plan of the UDF Government on the occasion of the presentation of the progress report of the programmes taken up while completing 100 days in power, Chief Minister Oommen Chandy said that the direction the state should take in the next 20 years, by making up for its lost years in the development front, would be given thrust in the coming days.“For Kerala, for quite some time, it was only all-round losses. The youth of the state had to leave the state in search of jobs elsewhere. The scenario has to be definitely changed with a strong will of the government. Development projects should be implemented in a time- bound and transparent manner with people’s participation and in a transparent manner,” Chandy said while making the presentation here on Monday. He said that 1,065 proposals have come to the Vision 2030 Idea bank, covering various departments. “Discussions with all concerned upto the grassroots-level will be held on each and every proposal,” he said.The Chief Minister said that out of the 107 projects announced in the 100-days programme, all barring six have been accomplished. Highlighting the role of transparency in governance, Chandy said that measures like the 24X7 call centre facility at his office and posting all orders and initiatives of various departments on the official website the very same day of its release were aimed at putting to an end to controversies.The chief minister stated that the assets of ministers will be declared every year and institutions like Lok Ayukta will be strengthened to curb corruption. “It is the system which has to be changed to achieve the desired results,” he said.Stressing the importance of welfare schemes and development, he listed a slew of positive measures which were implemented as part of the 100-days programme such as 25 kg rice at `1 per kg for BPL families, the Moolampilly and Chengara rehabilitation packages, relief to Endosulfan victims, teachers package as well as the proposal for issue of transferable development bond for land acquisition. He also said that the rights of the tribesmen in Attappadi and genuine settler farmers in various parts of the state will be protected.On the much-awaited development projects planned for the state, Chandy said that the government was keen that not even a single day should be lost in implementing the Smart City project. “The final nod for the Kochi Metro rail project will come in a few week’s time. Kannur airport which has high potential will also be made a reality soon. An agreement had been signed for the GAIL project and the feasibility studies for the monorail project in the capital city will be completed in two month’s time,” he said.He stressed the need for developing the Kovalam-Kollam and Kottapuram-Neeleswaram waterways and connect it with the proposed Kollam-Kottapuram water highway, to ensure wholesome infrastructure development in the state.The presentation was preceded by a screening of a documentary on the 100-days programme, produced by the Public Relations Department. A PRD booklet was also released on the occasion.Ministers P K Kunhalikutty, Aryadan Mohammed, K C Joseph, K Babu, A P Anilkumar, V S Sivakumar and Shibu Baby John, MLAs K Muraleedharan and Varkala Kahar, Chief Secretary P Prabhakaran and State Planning Board vice-chairman K M Chandrasekhar were among those present during the presentation.
