MTNL chief's appointment questioned
The Information Commission has asked the Government to publicise appointment papers of MTNL chief RSP Sinha.

New Delhi: It is an order that could turn out to be landmark one. The Information Commission wants Cabinet papers to be made public. The Commission has directed the Government to reveal papers related to the appointment of Mahanagar Telephone Nigam Ltd (MTNL) chief RSP Sinha.

This is because the commission had received complaints against Sinha's appointment. This is the first time it has made such a demand and could well set a precedent in other cases as well.

"In this case having seen all the papers, we have taken a decision that the entire note prepared by the appointment committee of the Cabinet is to be disclosed," Information Commissioner, MM Ansari said.

The MTNL chief faces some serious charges like allegations for fudging his records to get the top job and that he has two sets of ACR'S or annual confidential reports.

There is also a case against Sinha in the Delhi High Court, along with numerous representations by VVIP's to the Government against the MTNL chief’s appointment.

"When we saw the report it was difficult to determine any kind of irregularities in the appointment therefore we thought it would be appropriate to let the public at large know how the whole process of appointment was carried out," Ansari said.

The Information Commission is now of the opinion that some of the Cabinet’s confidential papers should be brought in the public domain. Thus, this incident shows how it is now entering the corridors of power.
