Add 1 liter of concentrated white phenyl to the water. Measure out 1 liter of the concentrated solution and add it to the 39 liters of water. Stir the solution well until it is thoroughly combined. The solution should appear milky while stirring. When a stable emulsion is formed, the solution will appear milky white and have a fresh pine scent. This solution can now be used to clean and disinfect your home.
