Leader of Opposition Sushma Swaraj demanded discussion under Rule 193.

New Delhi: The Opposition parties led by the Bharatiya Janata Party (BJP) on Tuesday cornered the Congress-led United Progressive Alliance Government in Parliament on rising prices of food items and essential commodities.

Both Houses of Parliament had to be adjourned for the day over the price rise issue when the Opposition insisted on holding a discussion under Rule 193 in Lok Sabha, which allows for voting at the end of the discussion, and under Rules 167 and 168 in the Rajya Sabha.

Lok Sabha was first adjourned by Speaker Meira Kumar till 12 noon but when the Opposition MPs from the BJP for the day after a furious opposition demanded top priority to a discussion on the issue.

Meira Kumar first adjourned the house till noon after opposition MPs including those from the Bharatiya Janata Party (BJP), the Rashtriya Janata Dal and the Samajwadi Party kept on shouting slogans demanding acceptance of their adjournment motion on the price rise issue.

When the uproar continued even after the Lok Sabha reassembled Meira adjourned the House for the day.

Earlier, BJP MP Sushma Swaraj, who took over as the Leader of Opposition in Lok Sabha on Tuesday, demanded a discussion on price rise under Rule 193.

"We have had discussions under Rule 193 many times during UPA-I and even during the 15th Lok Sabha we have discussed price rise. But even then prices could not be brought under control. We do not want to disrupt Parliament sessions. We only want discussion. We have requested many times to have discussions in Parliament Since the UPA Government has come to power. The discussions never took place and the prices are still rising," Sushma said in Lok Sabha.

The Government maintained that it was ready for a discussion but not under Rule 193 saying it would unnecessarily lengthen the proceedings.

"Price rise is an issue which has to be discussed, but according to rules. I want to make it clear that there are rules which have to be adhered to during discussions and Parliament has to function within those rules," said Parliamentary Affairs Minister Pawan Kumar Bansal while responding to Sushma's demand.

The Government had even wave off Question Hour in Lok Sabha to discuss price rise issue.

The issue also rocked the Rajya Sabha which was first adjourned for a few minutes over price rise but when the House reassembled the Opposition did not relent demanding a detailed discussion under Rules 167 and 168.

After the House reassembled, BJP, Left and a few other MPs demanded a discussion of the issue without any delay.

Even Deputy Chairman of the House K Rehman Khan's appeal to the MPs to desist from slogan shouting had no affect.

He adjourned the House till Wednesday when the MPs kept on raising slogans on the issue.
