New Delhi: The Paksitani man who shot the video of a 17-year-old girl being mercilessly flogged up by the Taliban in the Swat valley has spoken out. He shot the video despite the fear of being caught and says that the Taliban is spreading fear in the Swat Valley.

Shaukat also says the girl who was beaten up was a victim of a conspiracy.

"A boy wanted to marry her but he was from a financially weak family, so he joined the Taliban and planned to defame her. They conspired against her and defamed her by saying she had relations with an electrician," Shaukat said.

"The lives of people here are in danger and if anyone tries to speak out, then the Taliban will kill them. All of them are living under the terror of the Taliban," he added.

Shaukat also said that the Taliban have separate leaders in various sectors. "They have commandos to whom the lower ranked Taliban report to at times."

He said that the government was at the mercy of Taliban.

"Kidnapping has become such a common occurance that the government has no control over it," Shaukat stated.NO REMORSE

Meanwhile, even as the video has sparked outrage among many, the Taliban shows no remorse.

Taliban spokesman Muslim Khan acknowledged that his group was responsible for the flogging in public because no indoor arrangement for Islamic punishment could be made, as "we are at war with the government".

"The girl would have been stoned to death if a serious view of her crime had been taken," Khan said.

The Pakistan Human Rights Commission has expressed shock at the brutal 'justice'.

Chairperson of the Pakistan Human Rights Commission, I A Rahman said, "The incident is deeply shocking and is a wake up call, but will the circulation of the video change anything at all in Swat Valley? That's the question we want answered."

He said that the Pakistan Supreme Court had taken note of the incident and that swift action would be taken against the perpetrators.
