A division bench of the AP High Court has directed the state government to frame rules to implement the provisions of the AP Cow Slaughter Prohibition and Animal Preservation Act, 1977 within four months.
The bench disposed of a writ petition filed by MRM Chalapathi Rao complaining that the government was not implementing the Act passed in 1977.
The authorities concerned have not yet notified the rules, he said. The bench was surprised that rules have not been framed even 35 years after the enactment of the law.
Release of detained cows ordered
Justice L Narasimha Reddy of the AP High Court directed the district collector of East Godavari and the commissioner of the Kakinada municipal corporation to release forthwith the cows belonging to petitioner Srinivas which were detained at the Society for Prevention of Cruelty to Animals (SPCA), Kakinada.
The judge has passed interim orders in a writ petition filed by Srinivas of Gollapalli area who had alleged that the authorities had picked up his cows without any reason and dumped them in a compound where donkeys and stray dogs are also detained.
The cows became sick and one died due to the hostile environment and lack of shelter from rain. The judge asked the authorities to explain the allegations made by the petitioner.
