Congress Govt in Telangana Presents First Budget, Earmarks Rs 53,196 crore for Six Poll Promises
Telangana Deputy CM and Finance Minister Mallu Bhatti Vikramarka presented the budget for 2024-25 with a total expenditure of Rs 2,75,891 crore. Of the total budget, revenue expenditure is projected at Rs 2,01,178 crore and capital expenditure is Rs 29,669 crore

The Congress government presented its first budget in the Telangana Legislative Assembly on Saturday. While presenting the Vote on Account budget of Rs 2,75,891 crore, Finance Minister and deputy CM Mallu Bhatti Vikramarka said that the state economy was in dire straits due the “misdeeds” of the previous government.

The revenue expenditure is Rs 2,01,178 crore and capital expenditure is Rs 29,669 crore. An amount of Rs 53,196 crore has been earmarked to fulfill the six guarantees by the party. Here are the allocations for some key sectors:

  • Rs 2,543 crore for industries department
  • Rs 774 crore for IT department
  • Rs 40,080 crore for Panchayati Raj
  • Rs 11,692 crore to municipal department
  • Rs 19,746 crore for agriculture department
  • Rs 21,874 crore for SC welfare
  • Rs 13,013 crore for ST welfare
  • Rs 2,262 crore for minority welfare
  • Rs 1,546 crore for BC welfare and construction of BC Gurukul buildings
  • Rs 8,000 crore for BC welfare
  • Rs 21,389 crore for education sector
  • Rs 500 crore for establishment of public school in Telangana
  • Rs 500 crore for facilities in universities
  • Rs 11,500 crore for medical sector
  • Rs 16,825 crore for power companies

In his speech, the finance minister said: “Out of the six guarantees promised by us, we inaugurated two of them within 48 hours of assuming office. We made special arrangements for receipt of applications from December 28 to January 6, from eligible beneficiaries for implementation of six assurances. We have received an overwhelming number of 1.29 crore applications. These applications have been digitised to facilitate identification of eligible beneficiaries and for resource mobilization.”

“Free RTC bus transport facility under Mahalakshmi Scheme was launched by our government on December 9, 2023. The women of the state are extremely happy about this facility. To ensure smooth implementation of the scheme, we have provided funds to TSRTC to the tune of Rs 300 crore every month and we will continue support the scheme.”

“Yet another public welfare scheme – Rajiv Aarogyasri – has been revamped and we have doubled the limit for medical treatment from Rs 5 lakh to Rs 10 lakh. In addition, to ensure uninterrupted medical treatment to the needy, we have released pending dues under Arogyashri. This measure will provide the much needed relief to the patients who were adversely affected by stoppage of treatment because of pending dues to hospitals.”

He said two important promises of the government are supply of LPG cylinder at Rs 500 under Gruha Jyothi scheme and 200 units of free electricity per month to all eligible consumers. The Council of Ministers in its meeting on February 4 had approved implementation of both these schemes.

“Very soon, the modalities for implementation will be finalised and schemes will be rolled out. Further, our government is committed to implement Rythu Bharosa, Indiramma houses, Cheyutha and Yuva Vikasam. We are committed to implement them at the earliest,” he added.
