Telecom regulator TRAI on Friday invited comments from the public on reviewing processing fee on mobile top up vouchers.

New Delhi: Telecom regulator TRAI on Friday invited comments from the public on reviewing processing fee on mobile top up vouchers and charges for premium rate services.

"TRAI proposes to review present structure of processing fee on talk time top up vouchers with a view to make it more equitable and to make telecom services more affordable especially to the lower end subscribers," Telecom Regulatory Authority of India (TRAI) said in a statement.

The ceiling tariff for processing fee and for certain categories of premium rate services for calls and SMS' made for participation in TV and radio contests are governed under the provisions of the Telecommunications Tariff Order (TTO).

"There have been representations from stakeholders to have a re-look at these provisions...The Authority will notify appropriate amendments to the Tariff Order after considering the views of the stakeholders," it said.

With respect to processing fee, TRAI has suggested three options - a tiered structure for levying processing fee; a processing fee ad valorem at 10 per cent of MRP with a ceiling of rupees three; and doing away with processing fee.

Processing fee is included in the MRP of a recharge coupon used by prepaid mobile service users in the country. More than 90 per cent of mobile phone users in the country are estimated to be prepaid users.

For premium services, TRAI has suggested a ceiling of Rs three for calls (per minute) and per SMS or doing away with the tariff ceiling for such calls and SMSs.

The last date for submitting their comments is August 18, 2012.
