HYDERABAD: The Andhra Pradesh Lokayukta on Friday issued an arrest warrant against the commissioner and inspector-general of registration and stamps seeking an explanation on December 19 for non-compliance of its previous orders to appear before it in person pertaining to a case.The Lokayukta also issued summons to the principal secretary (health & family welfare) to appear before it in person and provide an explanation with regard to its earlier orders.The Lokayukta registered a suo motu case and called for a report from the commissioner and inspector-general of registration and stamps on a report that appeared in a vernacular newspaper on deficient information on government lands and sites in the Prohibited Order Book which is intended to restrain erroneous registrations.It also said certain encroachers took advantage of this and occupied government lands by creating fictitious house numbers and got them registered in their names, the report said. Despite being issued two reminders and another notice by the Lokayukta, there was no response from the official.However, an incomplete report allegedly based on the report of the Hyderabad district registrar was submitted to the Lokayukta on October 19.The Lokayukta expressed displeasure and passed the order observing, “It is unfortunate that the Commissioner and Inspector General of Registrations and Stamps is not aware as to how to respond to the orders of this institution.He did not bother to appear before this Institution.” The Lokayukta registered another suo motu case based on a newspaper report and sought an explanation on the sorry state of affairs in the Osmania General Hospital which is in a dilapidated condition. It called for a report from the principal secretary (health), who did not respond to two reminders asking him to appear in person and give an explanation over non-compliance with the norms
