BANAGALORE: The Bruhat Bangalore Mahanagara Palike (BBMP) is once again in news for wrong reasons. The Right to Information (RTI) Study Centre has alleged that BBMP has spent an additional Rs 22,338.05 lakh released under the Central Reserve Fund (CRF) as against Rs 17,410.57 lakh allocated in budget from March 2006 till November 2011.Releasing documents procured under the RTI at a news conference on Monday, B H Veeresh, Trustee and S Amaresh, Managing Trustee of the trust said that the BBMP Commissioners from March 2006 till November 2011, have spent Rs 22,338.05 lakh excessively from the Central Reserve Funds (CRF) by clearly violating State’s Fiscal Discipline Act and Karnataka Transparency Act. According to the budget, the BBMP had reserved Rs 17,410.57 lakh under CRF, but it does not have the records to show where this money was spent, they charged.According to the guidelines, the CRF should be spent only on emergency works at earthquake, floods and other natural disasters. BBMP has powers to grant money to mitigate immediate problems of the people. “But it is shocking that it has no answer as where and why they have spent crores of rupees from the CRF,” Amaresh said. From 2006 till November 2011, Jyothi Ramalingam, K Jairaj, Bharath Lal Meena, Subramanya and Siddaiah have served as commissioners of BBMP. The Right to Information Study Centre has suspected that contractors, engineers, MLAs, chief accounts officers and chief auditors of BBMP are involved in this scam.
