The book was released by Tamil Nadu Governor K Rosaiah at a function held at Raj Bhavan. Speaking on the occasion, the Governor congratulated Sudhakar for dwelling in depth on the Right to Information Act, its legal perspectives and also on ensuring and safeguarding the right of privacy of a public servant.“India is one of the largest democratic countries in the world. It stands as a symbol of democracy, peace and harmony. The Constitution of India envisages the right to liberty, equality and fraternity. Freedom provides scope for expression and development of an individual. Democracy emphasises the need for dignity and freedom of the individual. The one step forward in the ‘Hall of  Democracy’ is the Right to Information,” the Governor said.He added that Sudhakar had done an in-depth research on the Right to Information Act and about the right enshrined under Article 19 (A) of the Constitution which guarantees citizens the right to freedom of speech and expression.‘Information is the life blood that sustains political, social and business decisions,’ Rosaiah quoted the author’s remark. “He states that across the globe over 40 countries have enacted comprehensive laws to facilitate access to State records and over 30 more are in the process of enacting such legislation. The author cites various judgments by the Supreme Court, laying emphasis on strengthening the legal basis.
