ISRO scientists promotion: HC upholds CAT order

Saji had approached CAT alleging that he had been denied his promotions due to flawed assessment of his performance.Following the CAT order, ISRO had appealed to the HC with IISU and VSSC directors as first and second petitioners and ISRO chairman as third petitioner.After finding himself dropped from promotions in 2009 and 2010, Sam used the RTI Act to obtain a copy of his confidential report. He found that he had been rated ‘average’ in his annual confidential reports for 2007 and 2008 despite being listed as ‘very good’ continuously from 1996 to 2005. Although his immediate superiors had given him a higher rating, the then IISU director had downgraded him. The Kerala High Court has upheld a Central Administrative Tribunal (CAT) order asking the Indian Space Research Organisation (ISRO) to review its decision denying promotion to a scientist with the ISRO Inertial Systems Unit (IISU) here.
