KOCHI: Kerala is yet to initiate the process of installing High Security Registration Plates (HSRP) in vehicles even as the Supreme Court on Thursday warned of stringent action against the state governments and the respective Transport Commissioners for not implementing its long-pending order.As the tender process for implementing the  project was stayed by the High Court, the Transport Department is awaiting a fresh direction from the apex court.  “The tender process has not yet started. Though tenders were floated earlier, it was stayed by the High Court. The process can be started only if there is a clear directive,” Joint Transport Commissioner Alex Paul said.  He stated that there were two orders of the apex court - one asking for maintaining the status quo of the procedures and another asking for the implementation. The state government had been asked to notify this to the apex court, Paul said.    Ernakulam RTO P J Thomas also pointed out that there was no move now for installing the High Security Registration Plates. But the process could only be started once there is a concrete direction,” he said.  When asked about the apex court verdict on stern action if the order was not implemented, the officials stressed that the project could be implemented in the state after receiving a proper direction. The tenders could only be floated after that, they said.  However, the apex court in August had pulled up the state government for not implementing the project. When Kerala had told the court that it had reinitiated the tender process for  appointing companies for putting high security  number on vehicles, the  apex court had termed  it  as  nothing but dilatory tactics.
