The Puducherry Human Rights Committee has directed the Union Territory administration to initiate departmental proceedings against a sub-inspector of police, Balamurugan, constables Raghunath, Ramalingam, Radjou and Ramadoss of the D’Nagar police station for illegally arresting a person and assaulting him in custody.
Rights panel chairman and retired judge, J A K Sampath, and panel member, Sister Xavier Mary, submitted a report to the Registrar-General of the Supreme Court and the Government of Puducherry, which found the policemen guilty of arresting Dr A Sathyanarayanan, despite an anticipatory bail, and inflicting injuries on him in police custody.
Sathyanarayanan was arrested following a trespassing complaint by tahsildar, R Djeacoumar, when Sathyanarayanan approached Djeacoumar seeking a clarification on issuing OBC certificate to a woman, Tasneema Abbasi. Abbasi was applying for the same office at the Pondicherry University as Sathyan arayanan, who also applied.
Following this, the police arrested Satynarayanan, despite an anticipatory bail he has sought earlier. He was taken to the police station and assaulted.
The rights panel also directed departmental proceedings against the tahsildar as well.
“As the act of issuing an OBC certificate in favour of the applicant, Tasneema Abbasi is not bonafide, the SHO should have taken criminal action against the persons who are responsible for issuing the OBC certificate against the government guidelines that are dictated in the matter,” said J A K Sampath and Sister Xavier Mary of the Puducherry Human Rights Committee.
“At least now to save the face of the government, if no action was taken, the authorities will have to initiate proceedings against the erring persons,” said the two.
