Preparing for Halloween
Agree to help Jack. You will have the most success getting candy from villagers if you've prepared ahead of time. Jack will initially show up in your town on October 1 in the town plaza. Then, he’ll ask you to help him scare villagers when Halloween rolls around. By agreeing, you will obtain a monster mask.

You will need a variety of masks to effectively get candy from the indoor villagers. Every villager has one mask in particular they are afraid of. Find out in advance what each villager is afraid of. Keep an eye out at the Able Sister’s shop for the rest of the month, where you can buy more scary costumes. If you’re unsure of whether or not an item in their shop counts towards the event, you will be able to tell by the price. Everything that is a part of the Halloween event sells for exactly 1,031 bells. As the days draw closer to the 31st, Jack will send you masks in the mail. Getting Candy from Outdoor Villagers
Talk to a villager. When a villager is walking outside on Halloween, they will be wearing a pumpkin head mask of a random color (all outdoor villagers will have different colors so you can better distinguish between them). Talk to any of these villagers by pressing A.
Play their mini-game. The villager will then offer to play a mini-game with you. Playing the mini-game is the only way to get candy from them. There are three different types of mini-game: Rock-paper-scissors — The outcome is random. Made-ya-look — You must attempt to look the same direction as the villager by using your D-pad. Direction is chosen randomly. Charades — The villager will give you clues and display emotions. If you interpret correctly, you can win this one. It’s not just random.
Get a candy. You must win the mini-game to get candy. This is the treat. If you lose the mini-game, a variety of things can happen. The floor or wallpaper in your house could be changed, you might be given a pumpkin mask, your clothes will be changed to patched, or you might get a random piece of common furniture in your inventory. This is the trick. Change your clothes, wallpaper and flooring beforehand to ones that you don't care about, so you don't lose your favourites. You should also move valuable or rare items out of your pockets to keep them safe.
Getting Candy from Indoor Villagers
Get candy (and lollipops) from indoor villagers by going into their house and attempting to scare them. This is where the costume collection comes into play.
Know what costume to use to scare a specific villager. Villagers will be scared by specific costume types depending on their personality and animal type. To learn what the indoor villagers are afraid of, give candy to outdoor villagers for some hints. If you want to save on candy, you can always search online for more tips.
Put on a costume. Once you know what a villager is afraid of, wear that costume (assuming that you've collected as many scary costumes as possible before Halloween).
Talk to the indoor villager. Go visit the home of the villager afraid of your particular costume and talk to him or her by pressing A.
Get your candy. If you put on the right costume, the villager will get scared and give you candy. If the villager did not get scared, you’ll get a chance to play a mini-game with them. Win the mini-game and you get candy. Lose, and they will play a trick on you.
