Using a Sword
Always have a sword at the ready. Keep one in the first slot of the hotbar, and a backup in your inventory in case the first one breaks.
Make sure you know when a creeper is about to explode. Its head starts expanding and the creeper turns white, then makes a hissing sound like a bomb is about to go off.
Put some distance between yourself and the creeper. You don't want it to explode immediately.
When a creeper is coming toward you, hit it with your sword.
Back up immediately so that it does not explode.
Continue to hit and then back up until you have killed the creeper.
Using a Bow
Make sure you have enough arrows.
Get away from the creeper. A good way to do this is to build a tower a few blocks high and stand on it to shoot the creeper from there.
Hold down right-click to get the bow pulled all the way back for maximum damage, then shoot. Repeat until it is dead.
