Winter session of Parliament begins today - After Monsoon washout, Winter freeze?
Narendra Modi, who has just returned from his five-nation tour, has reached out to the Opposition seeking its cooperation in passing some crucial bills including the GST Bill.

New Delhi: The Narendra Modi government is facing a stormy Winter session from Thursday. The Monsoon session was washed out due to Congress-led opposition parties protests in Parliament. After the JDU-RJD-Congress sweep in battle ground state of Bihar, the united and energised opposition to expected to stall the proceedings of the Parliament. The Congress vice president Rahul Gandhi has already given enough hints that the session is going to be tough for the ruling BJP at the Centre.

Prime Minister Narendra Modi, who has just returned from his five-nation tour, has reached out to the Opposition seeking its cooperation in passing some crucial bills including the Goods and Service Taxes (GST Bill). However, the Congress-led opposition is unlikely to allow Parliament to function without disruptions.

The debate over raising ‘intolerance’, Dadri lynching, rising prices, industrial slowdown, BJP leader Dr Subramanian Swamy’s charges against Rahul Gandhi, unrest in Punjab, incidents of terrorism in Jammu & Kashmir, floods in Tamil Nadu, Andhra Pradesh, etc are expected to raise the heat both within and outside the Parliament house in cold November and December.

Speaking to media, Congress MP Jyotiraditya Scindhia said “‎we want reforms, but not in the format the government wants. No one has bothered to reach out to us. Only in the last few days there have been some attempts. But that too because of Bihar results."

The massive victory in Bihar and Congress' win in Ratlam Lok Sabha by-poll have strengthened the hands of the opposition. Keeping an eye on the upcoming Assembly polls in five states the DMK, AIADMK, TMC, Left front and Congress are likely to step up their attack on the Modi government.

The ruling BJP is also looking worried after the most humiliating defeat in Bihar. The crisis managers of Modi government Union Parliamentary Affairs minister M Venkaiah Naidu, Finance minister Arun Jaitley and Home minister Rajnath Singh will surely face a hostile opposition which is baying for the blood after the debacle of 2014 Lok Sabha elections.

Since 2010, barring 10 months between 2014 and 2015, Parliament did not function properly due to continued disruptions. The UPA-2 government led by the Congress had faced the wrath of opposition led by BJP between November 2010 and 2014. After Modi rode to power in May 2014, the depleted opposition’s morale was very low and the victorious BJP had its way till they lost Delhi assembly polls to Arvind Kejriwal-led Aam Aadmi Party (AAP). After that the BJP’s slide has continued. It has brought the Congress and the third front parties together.

According to PRS legislative research, the legislative agenda includes 19 Bills currently pending in Parliament for consideration and passage. Fourteen new bills are proposed to be introduced. Out of these one will also be taken up for consideration and passing. Two Bills will be withdrawn.

The Winter Session ends on December 23.
