New Delhi: As was expected, the winter session of Parliament began with an uproar in the Lok Sabha, with chaos in the House over the political situation in Uttar Pradesh. The Opposition MPs stalled the Lok Sabha over the political situation in UP demanding a discussion on Mayawati's resolution to split the state into four.
The members of the Lok Sabha demanded discussion on the situation in the state, following which the Lok Sabha was first adjourned till noon and then was adjourned for the day.
This comes a day after Uttar Pradesh Assembly passed a resolution on the division of the state into four administrative units as proposed by the state Chief Minister with a voice vote and the House was adjourned sine die despite protests by the Samajwadi Party, the Congress and the BJP.
The Rajya Sabha has been adjourned for the day after paying homage to two sitting members, Silvius Condpan and Ram Dayal Munda, who died during intersession period.
Stormy winter session expected ahead
The NDA has decided to target Home Minister P Chidambaram on the 2G issue and there are signs of the Left and Right coming together to corner the government on price rise and black money.
The Opposition maintains it won't allow the Home Minister to speak until he agrees to step down over the 2G scam issue. Speaking to CNN-IBN, BJP MP Chandan Mitra said, "It is now known that there was an attempt to cover up Mr Chidambaram's role in the 2G scam and on every possible ground, he as no right to continue as a minister."
The Prime Minister, ahead of the winter session, however, said that he hopes that all political parties will resist boycott. "I sincerely hope that this session of Parliament will move smoothly. The government is committed to discuss all issues. All political parties would recognise we have important legislation for this country," Singh said before entering the Parliament.
Meanwhile, the Left Front has also decided to move an adjournment motion in Parliament on price rise and black money. "In the Lok Sabha, we have given notices of adjournment on the issue of price rise and black money," CPI leader D Raja said.
The government is aware that the Opposition has got enough issues to hit out at the it, and so the government hopes to fight back by tabling bills to show its capability of governance.
The government targets at passing two bills a day during the 21-day winter session. 31 Bills are listed for passing and 23 for introductions.
The important bills slated are:
- Lokpal Bill
- Whistle blowers bill
- Judicial Standards Accountability Bill
- National Food Security Bill
- Prevention of Money Laundering (Amendment) Bill
Apart from this, the government plans major policy decisions to register its governance, which include:
- FDI in multi-brand retail
- Foreign airlines investment in civil aviation
- FDI in pension
- New manufactury policy and companies law
- Changes in telecom policy
However, it's unlikely that the Opposition will be placated or silenced.
