HC asks Delhi Police to impart training for sensitising its personnel
Expressing concern over the increasing number of rape cases, the bench asked the police and the Centre to find out the 'root cause' of such incidents.

New Delhi: Insensitive attitude of police in handling cases like rape on Thursday came under the scanner of the Delhi High Court which asked the city police to take a cue from its judicial academy and impart training to sensitise them.

"Take the module of the Judicial Academy for the sensitisation of police officers. Give them intensive training on how to handle heinous crimes particularly the issue of rape. One officer must get continuous training at least twice in a year on various crimes," the bench headed by Chief Justice D Murugeasan said and asked Delhi police to frame a training scheme on the issue.

The court's observations came when Meera Bhatia, an amicus curiae in the case, pointed out the callous and insensitive attitude of some policemen during a probe into the recent gangrape of a five-year-old girl in an east Delhi locality.

The court, meanwhile, also asked a senior officer, who is in-charge of a police training centre at Rajendra Nagar here, to file a report about the scheme of training, being imparted to the policemen. "Keeping in mind the alarming increase in such incidents in recent past here, police should also identify the areas of training to make its officials more sensitive," the bench, which had earlier taken a suo motu cognizance of the brutal rape of 23-year-old girl in a moving bus, said.

Expressing concern over the increasing number of such cases, the bench asked the police and the Centre to find out the "root cause" of such incidents and said the "sensitisation of police officers is equally important."

"There is something wrong somewhere with Delhi. People have become mad. Other aspects we can understand," the bench also said after Delhi Police stated that mere policing will not stop such kind of incidents.
