JAGGAMPETA (EG): The state government will launch the Digital Signature Project (DSP) in Krishna, Khammam and Chittoor districts on November 4 on an experimental basis, chief minister N Kiran Kumar Reddy has said.Launching the Rs 1-a-kg subsidised rice scheme here on Wednesday, he said the project would be extended to all the districts in the state in a phased manner after analysing its results.Under the project, people need not go to the government offices to get certificates. In the first phase, 25 kinds of certificates, including caste, income and residence, will be issued under the project with digital signatures. In all, 65 kinds of certificates will be issued under the project in a phased manner. People need to pay Rs 10 per certificate. A helpline will also be set up to enable people to complain to the higher officials in Hyderabad, if any employee demands a bribe. Based on the complaint, the errant employee will be suspended after conducting an inquiry against him, the chief minister said.Kiran Kumar said issuance of Aadhaar Cards in the state would be completed by March 2012. The cards will prevent bogus ration cards. Everyone should have an Aadhaar card in future. Using the card, one can get his monthly ration quota from anywhere in the state.During the second phase of Rachchabanda programme, the chief minister said 24 lakh ration cards, 5 lakh pensions and 6 lakh house-site pattas would be given to the beneficiaries. In East Godavari district, 2.13 lakh ration cards, 37,000 pensions and 38,000 house-site pattas would be given.He said 1.16 lakh vacant posts in various government departments would be filled up soon. Plans are also afoot to provide 15 lakh jobs in three years under Rajiv Yuva Kiranalu programme. The state government will collaborate with industries in providing employment to the jobless, he said.On women’s empowerment, he said Rs 10,000 crore was lent to Self Help Groups in Andhra Pradesh of the total Rs 27,000 crore provided to SHGs in the country. The chief minister said he urged Prime Minister Manmohan Singh to reduce the interest rate to 7 per cent on the loans and apprised him of the growth achieved by the SHGs in the state.Referring to the crop holiday declared by farmers of Konaseema, he said the state government would extend all help to the farmers who forwent kharif crop, to raise rabi crop. Finance minister Anam Ramnarayan Reddy said the Congress Government was farmer-friendly and it would strive for their welfare. Animal husbandry minister Pinipe Viswaroop said Kiran Kumar would be felicitated at a function in Amalapuram soon as the chief minister responded positively to all the demands of Konaseema farmers. Rajahmundry MP Vundavalli Aruna Kumar urged the chief minister to extend Rajiv Arogyasri scheme to all the people in the state. The government needs to spend Rs 200 crore additionally per annum for covering all the people under the scheme, he said. Stamps and registration minister Thota Narasimham presided. Rajya Sabha member T Ratnabai, collector M Ravi Chandra, SP C Trivikrama Varma, MLCs, MLAs and other officials were present.
