NEW DELHI: The CBI’s legal department is scrutinizing the complaint sent by the Ministry of Home Affairs against two Tamil Nadu-based NGOs, allegedly linked with protests against the Koodankulam Nuclear Power Plant Project (KKNPP), to see whether a criminal proceedings could be initiated against them. The main allegation against the NGOs is violation of Foreign Contribution Regulation Act (FCRA) in accepting foreign donations.According to the CBI’s sources, there were many issues which need to be sorted out before a decision can be taken on whether to file a preliminary enquiry report or a regular case. Last week, the Ministry of Home Affairs had frozen bank accounts of these NGOs after an enquiry hinted that they were diverting funds meant for charity to fuel the protests against the nuclear plant.The action came days after Prime Minister Manmohan Singh hinted that NGOs have received support from abroad for leading protests against the nuclear power plant.
